It is seen in a number of cases of (HoF) Head of Family enrolment, Aadhaar Card of the Head of the Family is submitted as a (POR) Proof of Residence. In this regard, it is highlighted that while Aadhaar may be used as a valid (POI) Proof of Identity and (POA) Proof of Address for the head of the family, it can only be accepted once the relation between the resident and the HOF is clearly established by a valid proof of relationship. In case such a proof of relationship is not submitted, Aadhaar Card of HoF cannot be submitted as a POR / POI /POA for the HoF. Thus a large number of such HoF based enrolments are being rejected in QC. Since, Data quality guidelines are going to be implemented, a situation may arise where an enrolment operator may get blacklisted due to large number of HoF enrolments done in which Aadhaar card of HOF is submitted as POR. It is therefore essential that enrolment operators are sensitized that Aadhaar card is not a valid proof of relationship. It may be used to establish the identity and address of the resident, provided a valid POR is submitted which establishes the relationship between the HoF and the resident being enrolled. The same may please be disseminated to all enrolment operators so that rejection of such enrolment and consequent blacklisting of enrolment operators is avoided.
